I have an LG, and "OE" was basically code for unbalanced load.
I'm guessing your board isn't acknowledging that the washer is indeed balanced. Could be board or the load sensor.

OE is Overfill error on most machines.
UE is Unbalanced error on most machines.
Some will have OE as Off balance Error, but generally OE is overload, may say Sud on a Cabrio or OF on some others.
