You stated the problem in your post, it is that we "dump them out on the street and say "now behave yourself"". The ONLY thing that will ever help that community is taking all of the shitheads off of the street and keeping them off of the streets. If they don't ever get to see any thugs around them, and know that the first time they act a thug they will be locked away for good, the kids there will actually have a chance.
