Come one. They hid it from Congress, we still don't know how many civilians it killed(anywhere from 150,000-500,000), and it lead to the rise of Khmer Rouge.
Bombing innocent civilians is never a sound military strategy.

The NVA was using eastern Cambodia as a bypass for funneling men and material into the South and those men and materials were being used against American troops. Destroying the supply lines which the North intentionally put near civilian centers is not pretty, but trying to choke off the enemy's supply lines and ammo dumps is absolutely good military strategy.
Nixon was faced with a whole host of problems about doing this. First and foremost, he was not loved by Congress and the anti-war left who would have acted "shocked....shocked I tell you" that the NVA was doing whatever it could to destabilize it's enemy....and it was our fault of course because we controlled the DMZ there.
Plus this was tabout the time the anti - war movement was at its highest and Nixon was probably pretty sensitive to the press. Like I said, it was a crappy war in a crappy place
