What is relevant is whether we want to provide for the general welfare of our citizens or not by offering health care for those who are not able to procure it on their own. Is it ok to spend billions on blowing up others across the globe while allowing a minority of our citizens to fall into bad health due to their inability to pay?

Providing for the general welfare of our citizens does not mean writing out checks to everyone who can't afford health care.

The phrase simply means that any tax collected must be collected to the benefit of the United States as a whole, not for partial or sectional (i.e. special) interests. The federal government may promote the general welfare, or common good, but it must do so within the scope of the powers delegated and without favoritism.
