The WTO actually enforced things by authorizing countries to disregard protections for U.S. IP on a pretty regular basis. This means that copyrighted material can be hosted on a server within the country and the government (and therefore server owners) can disregard DMCA notices.

When the U.S. previously ignored the WTO on internet gambling in Antigua, that relief was granted. Thus if you participate in viewing unauthorized shows/movies/music at the moment there is a real likelihood that material is being housed in Antigua.
