It's illegal here in Austin to dump yard waste/grass clippings into storm drains. It clogs them up and can cause flooding problems during heavy rains.
Plus, as you said, it's just plain trashy and lazy.

Proper protocol involves blowing all sidewalk and driveway clippings into the street then SWEEPING-UP AND BAGGING the clippings.
