I'm not sure you can say that LSU offering both was the strategy that worked given that the Blue Jays made the same gambit and they didn't sign with the organization.

Mainieri even said at the time Toronto drafted both of them that the Blue Jays were copying LSU's plan to get Latz.
My point is after all of that "strategery" to get Latz, he was a bust due to injury and somewhat of a head case. And Papierski is still here....
