She doesn't want to be home for Christmas and wants to go somewhere. She mentioned Germany and this is the first thing I thought of. She is 64 so I'd want it to be relaxing for her.

My parents are both 64 and are visiting me now. We went to hamburg and copenhagen for a week or so. If your mom is not used to the cold or lots of walking, be prepared for lots of complaining.
Seriously, you could take a train from frankfurt to Munich in 3 hours. Spend a few days there, and take a train to Salzburg. Beautiful views of the alps in the snow. We even did a day trip to Salzburg (1.5 hr train ride). Both cities have good christmas markets..
