There's nothing incidental about proactively searching the results of routine surveillance for specific people, or disseminating routine surveillance when it contains information about specific people. That seems to be a hard concept for about 5 people on this board.

There's nothing illegal or unethical about observing or highlighting activities of potential portent for the National Security in incidentally collected records.

There is the potential for abuse, but that's another matter.
