Second cop is an a-hole, definitely. The video is not HQ enough to establish a crime, though. I wonder if they had bodycams.

The first cop seemed to have the situation under control. Ole boy was thrashing around as he was being taken out of the car, but things appeared to have resolved until a-hole charged in.

If I were in the agency's leadership, I'd investigate further for sure.
