It kind of makes sense now.
They knew the audit would not go in their favor because of the secret meeting. So they were pushing for the tax to be voted in favor of before the audit findings could come out.
What a can of worms this has opened.

Their secret meeting was about the audit....the audit didnt discover a secret meeting.
