That's my bet, tbh. Again, saw a lot of these as a duty operations officer on a ship (pretty much the first line reports officer responsible for dealing with all the incidents that happen in the barracks/out in town when your duty section is on duty). In 9/10 there was an element of "gay panic" in what we called our blue-on-blue incidents.
