He is maybe 6' tall and from the coaches comments I would bet money this isn't an isolated incident. High pitch counts and short rest, see it all the time.

Had a kid like that at my HS. Tommy John before he graduated. Still ended up getting a scholly and starting for UNC though.
Just did a quick search, saw he had to get a bone spur shaved down in 2014, most likely from the previous Tommy John. So yeah, it's never ok.
