It's not the PGA's responsibility to incorporate people based on skin color.
Sports like skiiing, snowboarding, golf, tennis, hockey, etc... can be really expensive to play and require lots of equipment. Inner city kids cannot afford the cost, which is why you don't see very many minorities involved in those sports.
They do however thrive on the sports that require pretty much only one ball (basketball & football).
Just pulling a percentage out of my arse, but if 90% of the people who play golf are not minorities, then why would anyone expect the Masters to have a ton of minorities playing in it?
