One thing I'll bet the ranch on is that Trump didn't put quotes around wiretapping to have it mean surveilled.
Wait. I got it. He put quotes around wiretapping because he couldn't spell surveilled and he didn't want people to make fun of him again. (Remember what happened when he used "unpresidented" when he meant "unprecedented".)
(On a related note, FYI, the puctuation around "wiretapping" are called quotation marks not parentheses).
