Dealers are getting fentanyl from the same place they get the heroin: large scale narcotic distributors.
The Mexican Cartels and the Eastern European mobs know dealers will cut the dope to maximize profit, so they sell them not only the drug itself but also large amounts of fentanyl to use as a cutting agent.
Everybody wins but the users.

So you're saying the Mexican cartels are into fentanyl manufacturing as well as heroin?
Isn't fentanyl an opiod while heroin is an opiate? That would require some labs. I mean idk anything about opiod manufacturing, but it has to be wayyyy more complicated than heroin manufacturing.
