Blues singer & Blues musician are two different things. Most of the great musicians weren't great singers.

For females, I like Bessie Smith, Aretha Franklin, Billie Holiday and Etta James. Now, Aretha and Etta were more R&B and soul, while Bessie Smith and Lady Day were more jazzy, but it's difficult to pin down a pure blues female singer (and they all had better voices than B.B. King, Muddy Waters and certainly John Lee Hooker for example).

If I had to pick a single "best" on the female side, just sentiment and a preference for her songs has me at Aretha, but the other 3 are all fantastic in different ways.
