Depends. What happens between now and 12/31/18 will dictate that.
If GOP holds House, gains seats in Senate and if tax reform and infrastructure passes, nope.

I sure wouldn't bet on either scenario happening. Both the GOP establishment and the radical right "freedom caucus" are monumentally held in bad odour.
