Why not? This is why I'm asking the question. Is it just impossible to repair and change it to the way that a majority vote can get behind? Or will it just take too much work and is easier to just repeal and replace with something new?

I'd assume it's the latter, but who knows?

It's because the whole premise is wrong.

When you try to solve a problem that doesn't exist you end up creating many more.
