If it is still being built, your offer is the selling price. The only way you will get it cheaper is if it doesn't sale for months after it is complete.

I just finalized the negotiation on a custom built home for us this morning. After he gave us the sell price, and purchase agreement was written for the discussed sell price, I replied with throw in a wood fence, and it's done. Fence is estimated at 6-7k so yeah you're wrong. He threw in 3/4 off the price, and I signed it on the spot.
