Putting in offer on new house construction

Have any of you guys (or ladies) ever put in an offer on a house before construction. This is track housing in Florida and I've never heard of doing this,

If it is still being built, your offer is the selling price. The only way you will get it cheaper is if it doesn't sale for months after it is complete.
