It looks like the article is saying illegal aliens verse citizens....so it is apples to apples. The location, income, education etc has nothing to do with the subject. It is illegal aliens verses citizens and the rate each set of people commit the crime.
Am I missing something?

Not apples to apples. Illegals range in income location etc. You cant compare a 1% illegal to a 99th percentile illegal
