I think Trump wants Medicare for the "poor" (however that is defined) and free market system for the people above the poverty line. I totally admit, Trump is not conservative when it comes to healthcare. Let's hope the conservatives in congress can push him more right.

See the aforementioned plan for increased defense spending and declaration that entitlements will not be cut.
