Thats just dumb.
If you let a bunch of vagrants live in what is basically a 200sq ft shed with a toilet, in your back yard, you have to also accept anyone they want to visit them and maybe stay with them for a while, and maybe bring along a friend, and their pets. If they're homeless, who gets the electric,/water bill? Is it in their name? Property taxes?
To even think this makes sense on any level is nuts.

I'm not saying that this is going to, but this is why localized government is a good idea. If it doesn't work, then other locations know that. If it does work, then they can try it out, make variations etc.
It's essentially giving government an opportunity to have some scientific study. It's a lot harder when the federal government puts something into place.
