I would never agree to this, but if the homeowners must give consent and people agree to this when what's the issue? I have to believe this to be the case because forcing homeowners to do this would be illegal on so many levels even Portlands local government wouldn't try it.

As far as when the five years is up, if I were a homeowner and agreed to this, I would require a contract, essentially a lease, that would give me eviction power and immediate transfer of title to the structure to me upon completion of the 5 year term. I'd also require for me to approve the tenants before they were placed there and full eviction power should they become unruly during the five year period. Oh, and I'd also make the government ensure that the structure would be returned to its original condition when it becomes mine.

If I were a neighbor I'd be looking to my homeowners covenant if there was one because I'd be pissed if my house value decreased because my neighbor did something like this, but if you don't have anything like that your just fricked.

I hope a bunch of liberals line right up and move the homeless right into their backyard. When they start dealing web heroin needles and alcohol bottles in their backyards and the cops refuse to deal with it then it will be the homeowner forced to accept that they made a stupid decision based on muh fee fees.
