They should but you seem to forget that when a firearm is used the sound produced is rather concusive which is unpleasant when trying to dial in a rifle and having to wait between shots of those shooting to either side, especially if they are shooting full-power rifles. Shooting with a supressor and around those that do if a much better experience.

Then you need to lookup the 1934 NFA and the history around its passing. Also, if you don't think the noise pollution is a serious issue then you should talk to the owners of ranges that are facing threats of closure due to the complaints of those living in proximity to them.
