Sweden and Switzerland both have used the government to legalize and then minimize heroin. After so long a period a time, a once-junkie does not even want to waste the gas money to travel to a lab to inject 20 ml of heroin.

I wish it could work in the United States, but look at all of the people have incomes simply to help marginally disrupt the drug game.
