I didn't realize you still needed government funded programs in 2017 to have access to books and art. You learn something new every day. Maybe some time down the road people will invent a World Wide Web of sorts where you could find these things on the line.

Much of the technology behind the World Wide Web came from publicly supported research and development, and many online information and culture resources are products of public institutions (universities, NEA grants, etc.).

CheshireHog, do you know for a fact that every person in the US has access to the internet? Even those who are homeless can afford a tablet or laptop and have access on the streets? Widen your horizons and open your eyes.
