I just checked the NFL operations manual on the draft on NFL.com and I didn't see anything preventing it in the rules.

HOWEVER: I could see the two teams wanting to avoid the appearance of collusion and getting hammered by Goodel. If it came out that they had agreed as part of the Cooks deal to this Butler deal, that would not be legal. The trade could be rescinded and both teams could get in some trouble.

However, there would need to be evidence. If they simply discussed it and nothing happened, and the Butler stuff started up again after, and both teams could demonstrate that the trades were separate completely and didn't rely on each other, I don't see any reason why it wouldn't go through.

I'm trying to peruse the actual CBA on the issue.

I went through the CBA when the Butler talks heated up and I didn't even see anything stating that, if we outright signed him, we would HAVE to send 11 instead of 32. CBA just says a pick in the tendered round. I asked OverTheCap's twitter (JasonOTC) and didn't get a response back. Underhill said that "a guy he trusts" said it would have to be 11 (again, only if there wasn't another agreement).
