You are correct Climate change has been the #1 contributor to the Red River flooding since the 1776, carbon emissions contributed to the 1800 Great Log Raft flood, 1849 global warming caused its first great flood on the Red River followed up by the 1849, 1892, 1945, and 1957 great floods.

If that damn levee hadn't toppled on Lake Texoma in 1990 then the rapid rate of successive flood events would be minimized but alas carbon emissions due to a lack of readily available carbon emission tax credits has led to a major greenhouse effect over the Red River Valley and now the flooding won't stop.

Thanks for the "they deny climate change" part of your sentence because it brings reality back to the board.
