The other unmentioned and unaddressed problem with that contract (as well as the new one) is that HMS only performs the audit. ...It's up to the state to pursue recoveries. There is little effort placed into recoveries, and most of the money collected is merely the result of the honor system.
What about what about the Office of Debt Recovery you say? Federal rules require that improper payments need to be returned to the feds within 12 months of a final audit report, regardless of ability to recover. LDH doesn't trust that DOR will recover the money within months, making it better to simply pretend the debt never existed. So, you can expect this administration to punt this issue just like the last did.
