Hum... each Grand Lodge is slightly different so that may be the case in some jurisdictions. However, in Louisiana there is no official association with that fraternity. If an individual lodge chooses to sponsor someone (like a college fraternity, local Boy Scouts troop, whathaveyou) then they are more than welcome to do so.

I'd be very surprised to find that a Grand Lodge requires its members to open their doors to a collegiate fraternity. It would be my guess that while there is likely a close association between the two, there is no ritualistic nor binding contract between the them. This is not dissimilar from the connections between the lodge and Acacia fraternity.

Next time I'm discussing something with a brother from the north east I'll ask him about it. (I'm assuming that Chi Phi is much stronger in that region?)
