USE FUNDS TO GIVING GOLD INSURANCE PLANS TO VETS INSTEAD
SELL ALL THE ASSETS
HIRE ANY WORKERS WORTH A DAMN AT REGULAR ACUTE CARE CENTERS
GIVE THE ADMINS/BUREAUCRATS THEIR WALKING PAPERS

That's an era waiting area. People moan in them. ERs have a finite number of beds. You have to wait. What was the va supposed to do if all the er beds were full?
