Its not a bad idea. If you're wounded overseas or as a result of military duty, you should get govt healthcare for life.
Of course every army grunt, marine PFC, etc that trips and falls during recruit training will claim the benefit. Even so you have to wonder if that would be cheaper than operating the VA as is.

They already do.
If you have a "Service Connected" disability, you are eligible for Tricare Prime for life as well as a medical plan administered by the VA
I believe combat related injuries are prioritized interms of receiving an evaluation from the VA for benefits.
