You do realize there are parts of Washington state that don't rain a lot? There are even desert areas there.

No. Chicago has about the same annual precipitation as Seattle. The thing about western Washington is that there is a ton of overcast skies and mist for much of the year. During summer it's not uncommon to go 100 days straight without rain and those 80 degree highs are pretty nice. Eastern WA has areas that look like AZ and it hardly ever rains.
