Fastest known speed is faster than you said.
That might be our fastest acheivable speed?
If Superman flies faster than the rotation of the Earth he deals with time at a different rate than thoae closer to the center of the Earth's rotation. Same is true with satellites. In fact, accurate satellite positioning requires an adjustment in time due to this phenomenon...also called relativity.

That would only effect the rate at which he goes forward in time, not allow him to go backwards.
I already gave the correct explanation. So shut up.
