In a country and work environment that has problems finding good candidates for open positions, often opting to recruit Asia and India, I'm not how making things worse for higher education would somehow help our not very well educated workforce.

I think that is what is implied by an overhaul. Why the frick do we not have apprenticeships and corporate training to fill positions of need instead of relying on a literal medieval guild system in the hopes that people learn skills related to the actual needs of the economy?
