This.

He gave you his information but didn't ask for your insurance even though I assume his car was damaged too. That pretty much makes it obvious what happened...

This will be pretty open and shut by your insurance.

Yeah, that's good and all. Until the cop doesn't fill the report out correctly because he never finished school.

Did you ever think about using your phone to record the conversation? That would also work. Get this guy on record, so he can't crawfish on you like he's doing.

Or just sit in your car and wait for him to leave one day....then swerve and run him into a ditch.

One of these options is the more logical approach.

TLDR: Got hit, didn't file police report. My insurance agent advised that I hit up the other driver's insurance and only call mine if they give me the run-around. Walked away with a pretty sweet deal.

Someone backed into my car at a toll booth and the towing hitch went into my bumper and ripped it off. My roommate was driving and got the guy's info and decided to settle it without insurance. When I found out that he didn't get a report I was pretty nervous. I called my insurance to file a claim and they told me it would cost me $500 up front until the other insurance company paid back then I would get my money back. My agent advised me to try and go through their company by calling direct and only go through my insurance if they are giving me the run-around. It took a while, but their company actually took care of me. Thankfully the other driver admitted fault. Cool thing is the other insurance company's computer was glitching and was valuing my car way higher than the adjuster was valuing it. They decided my car was totaled and I negotiated to take the in-between price of their computer and the adjuster. Walked away with 6 grand for a 2006 Camry with 160k miles and a faded paint job.

If it's on a public road, didn't the other guy do a hit and run? I don't understand why the cops aren't involved?

If you go on vacation and come back after 2 weeks to damage, it's not 'too late'. As said quit screwing around and get your insurance involved.
