Then more than likely they've got a complex hiring process, probably just their way of saying you made it to the next round of interviews if you're meeting with managers.

In reality, I think the meaning of "shortlist" varies by company. The upside is... They haven't told you they will not hire you yet, but I wouldn't wait around for them either.
