Theres two things taxpayers would lose out on:
1)interest from the student loans
2)taxes from the funds to repay the debt
See students actually get double fricked to pay back student loans. Because in order to payback say $100k in loans, making $100k+interest isn't good enough.

Tax payers are actually relieved of some burden, though.
Using income based plans, balances unpaid after 25 years are forgiven.
Also, PSLF forgives loans after 10 years of public service.
I'm currently planning on using PSLF. If I could pay my loan with pre-tax, dollars, I prolly wouldn't need the forgiveness
