The regulations had gone so far as to practically make it impossible to dig.
Most of those miners are hunters & fishermen...or people who otherwise respect nature (most/all live in the country). The last thing they would want is to destroy the nature in their own backyard.

But they are---that's exactly what's happening. They just don't care because they'll be dead and others will have to deal with the mess.

Obama catches a lot of crap about not keeping promises, but he did say he would put coal miners out of business, and I'll be damned if he didn't give it the old college try.

Probably quite true. I bet the corp they work for doesn't give a damn though.

Nevertheless, that's the result. People are able to rationalize away a lot of their principles when money's in the picture.
