That is the goal of the Left -- to fill the FedGov bureaucracy with people who favor the Democrat world view. The bureaucracy is the Un elected Fourth Branch of FedGov.
The objective is to make change impossible if an Outsider takes the WH, because the bureaucracy will function as it did before the election.

When an Outsider like Trump takes the WH, it will be a long and difficult slog against the entrenched Establishment to make some changes.

So, it is a given that Democrats in and out of govt and the Propaganda Ministry of the Democrats known as the MSM are going to struggle mightily against the Outsider. The Outsider represents a threat to more promotions, more raises and more job opportunities for those near Wash DC who like to make a very prosperous living from FedGov employment.

There is a reason why some of the wealthiest counties in the USA surround Wash DC -- the FedGov bureaucracy is a huge Gravy Train and the Train Riders will strongly resist any and all attempts to halt the Gravy Train.

Military staffers who work in the Wash DC area occasionally throughout their military careers are VERY motivated to keep the Gravy Train going. They have a good chance to get hired on at FedGov after military retirement and eventually to collect TWO fat FedGov pensions -- one military and one for FedGov civilian work.

The law changed just over ten years ago -- NOW a person can take two full pensions -- military and FedGov civilian. Law used to be that you had to pick one or the other -- no "double-dipping".

So, you will see MANY military careerists who LOVE Big FedGov because they want to collect two fat FedGov pensions. These folks favor Democrats because of the monetary gain they will reap as FedGov keeps growing, spending, hiring and promoting.
