I was the intel oversight wienie at a couple of my stops. Why don't you tell me what federal law, regulation, or executive order pertaining to IO prohibits collection against foreign state actors? Now if you want to get into rules pertaining to what information can be retained and how it can be used when USPERs' data is gathered incidental to an authorized collect I'd be interested. You seem like an expert in the field.
