Seems to be. Using a boom will cost alot more but not 3k, should be half that at most. The raising on the roof could potentially be where you are getting into intense labor costs. I'd have to see scope of project to be more accurate bit if 2 contractors are within that margin, its very likely this is what project will end up costing.
