I wouldn't think the facilities side would be as heavily regulated as what you experienced in the nuclear world. Clean rooms for satellites, maybe. If you're talking manned space flight, well, get used to boards, i.e., oversight and approval reviews.
NASA operates its programs using a consensus model (have to get everybody in the room to nod their heads at the same time) as opposed to an empowerment model (think SR-71).
