Well, I have a feeling the Dutch dont have as much pure violent crime that cant be rehabilitated like we do......

I am all for bullshite drug arrests to stop though

Generally doesn't work in this country. Recidivism rate is extremely high. Can be contributed to lack of job opportunity after conviction. However, a lot of the offenders didn't exactly have skills that relate to employment before being convicted.
