That's the same question I asked when I got back to the command last month after a two month trip at sea. I was very surprised to see people who I thought I was saying good-bye to for the final time still there when I got back.

There isn't one large pool of money that the entire Navy can draw from. It could have been spent on other priorities for those units. It could have been completely wasted. It could be that they just got shite on when the budget was finalized.
