Personal feelings about a place aren't measured. New Orleans is outranked by Baton Rouge, Atlanta, Austin, and even Scranton, PA because it represents a poor value to outsiders. That's addressed in the article:

New Orleans may do well with the intangible things to the people that grew up there (food, family, friends, etc), but it fails miserably everywhere else.
