Personal feelings about a place aren't measured. New Orleans is outranked by Baton Rouge, Atlanta, Austin, and even Scranton, PA because it represents a poor value to outsiders. That's addressed in the article:

The city is full of people who don't want to move to a new, different city. The parochialism there is actually a huge drawback to outsiders. Of course the job market is horrible and the city is not the economic engine the state needs it to be.

New Orleans may do well with the intangible things to the people that grew up there (food, family, friends, etc), but it fails miserably everywhere else.
