Or only when connected to wifi?

I ask because I see no reason to have another program running unnecessarily on my phone

It isn't necessary at all unless you have a specific need for it.

Otherwise, you will need it when you are on any network (cell or wifi) that isn't directly connected to the resource you need VPN in order to access.

What are you using the VPN for?

I'm interested in general protection while doing things like banking and work on a cell phone when not connected to wifi.

I don't recall many instances of people getting hacked via cellular connection. Most of time, it had to do with security holes within the phone OS

It used to be a bigger issue with hackers replicating cell towers, but I believe it is pretty secure now.

On any Wifi that you don't own, absolutely use VPN.

I would be pretty surprised if your bank app wasn't using end to end encryption, as for anything else that might not be using encryption, you have to ask yourself what kind of target are you?

Crime is a business. Those restaurants and stores in Baton Rouge that got hacked a few years back because they were sending credit card data unencrypted over wifi, if you know about that hole it's relatively easy for a criminal to sit in a parking lot and capture credit card numbers. That crime paid. Capturing cell phone traffic is more difficult, and if they can catch it, do they really want to sift through all the general data, cell phone conversations and text messages to steal your TPS reports? Just like the wifi credit card example I mentioned, if someone besides the NSA is hacking into public communications they are doing it for a very specific reason.

I'd be more concerned about places where you might automatically connect to public wifi without realizing it. Like if you automatically connect to AT&T hot spots around town.

All banking should already be going over https so you should be good there. Maybe someone can correct me though. Any new vulnerabilities been discovered in https?

I always use VPN while connect to unfamiliar wifi. U can choose free or paid. But free VPN services can’t protect your privacy at the same level as paid VPN services do. You can easily download a free VPN and if you are a newbie you will definitely mention that it is quite difficult to work in it without any support. U should also remember that even super free VPN can’t be absolutely secure and reliable. In addition it can be noticed that hardly any free VPN service provides download fast performance. If you want to hide your IP I think it's more efficient to use anonymous proxy server.
