As soon as this happens (because its already happening in my neck of the woods) the government will step in and desegregate the schools. This is happening in the Tangipahoa parish where I teach in. Our schools have developed like this: The city schools are mostly AA and are failing and the rural schools are mostly white and are better. So what they do is allow minorities to go to what ever they school they want. This is call migrant to minority.

In return what will happen with school choice, when the rich white schools do well and the public mostly AA schools Fail the government will step in and allow the minority students go to the rich white school for free (vouchers) and desegregate it.

This is already happening at the school I teach at. we are getting more and more AA students because of the ethnicity of our school and some are even done by court order. In return, our scores are dropping more and more every year. And its not the AA student who are in our school zone that are performing bad on their scores, its the ones being shipped in who are used to a school culture that doesn't breed success.

The student that this will hurt the worst is the poor non minority student who want have the choice to go to the "good school" because he or she is neither a minority or rich.
